ما هو مخطط "برافر- غولدبرغ"؟

هي خطة "تسوية أوضاع الاستيطان البدوي في النقب" كما أسمتها الحكومة، اقترحتها لجنة "برافر" التي أقيمت لتقديم خطة لتطبيق توصيات لجنة "غولدبرغ" التي رفضها السكان العرب في النقب في السابق، وقد أدخل يعكوف عميدرور، رئيس مجلس الأمن القومي الإسرائيلي، تعديلات قبل أسبوع من عرضها على الحكومة، وستؤدي الخطة إلى ترحيل 30 ألف مواطن عربيّ من أرضه وتجميعهم في مجمعات التركيز السكاني ا...لقائمة (البلدات مثل حورة وكسيفة وقرى مجلس أبو بسمة)، ومصادرة حوالي مليون دونم (سيتبقى للعرب فقط 90 ألف دونم).
وأعلنت الحكومة، التي ألقت بغموض شديد حول تفاصيل الخطة وجدول تطبيقها، أنّ "الخطة مكونة من أربع أسس: (1) ترتيب الاستيطان البدوي المشتت في النقب (2) تطوير اقتصادي للمجتمع البدوي في النقب (3) تنظيم وضع ملكية الأرض (4) وضع إطار لتطبيق الخطة وفرضها ضمن جدول زمني واضح".
وادعت الحكومة أنّ الخطة هي جزء من مجمل المشاريع الحكومية لتطوير النقب وأن هدفها هو دمج أفضل للبدو في المجتمع الإسرائيلي، وإلى تقليص الفوارق الاقتصادية بين المجتمع البدوي وباقي المجتمع الإسرائيلي!"، وأنّها ستقرّه كقانون ملزم وإعادة تنظيم وسائل تطبيقه وفرضه، كما عيّنت الحكومة الوزير بيني بيغن ليشرف على تطبيق الخطة. ووفقا للتقارير الحكومية فإن تكلفة هذا المخطط تبلغ 6.8 مليار شيكل (حوالي ملياري دولار) بينها 1.2 مليار شيكل سيتم رصدها لتطوير البلدات البدوية التي سيتم نقل البدو إليها
